Hello Ghislos,
"Human Resource Management" is the modern name for personnel.
Basically HRM includes a variety of activities, deciding what staffing needs you have and whether to use independent contractors or to hire employees to fill those needs, recruiting and training the best employees, dealing with performance issues, and ensuring your personnel and management practices conform to various regulations. Activities also include managing employee benefits and compensation, employee records and personnel policies.
As I said, personnel management with a new more important sounding title.
